Fall Rules Meeting Topics:
Monday, August 31, 2009, at
the Denver Restaurant & Tavern in Denver, IN
Goals &
Objectives: To discuss, clarify &/or alter rules after vote
from members present, as well as discuss any open issues
from tournament &/or regular season.
Items
discussed:

Change to Rule
book:
o
Rule 3.03(A) changed as
follows: “Any player in the starting line-up who has been
removed for a substitute may re-enter the game one time,
provided such player returns to their original place in the
batting order in the starting lineup and the substitute has
played the minimum requirement of six consecutive outs in
the field and completed one time at bat.”
o
Therefore, Rule 3.03(C)
is removed from rulebook.

8U Pitching
machine clarification
o
If machine registers
‘MPH’, or miles per hour on the LCD display readout, then it
is to be set at 36-37 mph.
o
If there is no readout
or LCD display, or it is some other unit of measure such as
RPM, or a percentage dial, etc., then machine is to be
gunned with a radar gun from where the catcher’s glove would
be positioned to catch the pitch and set at 36-37 mph.
o
Before the start of
each game, both coaches will be called to either the mound
or home plate in an effort to make sure that all involved is
in agreement as to where it is starting at, positioned and
throwing at.

Other 8U issues:
o
The use of only
one umpire for 8U tournament games was discussed as a
possible way to reduce hosting costs by reducing umpire
expense and was voted down. The 8U tournament will continue
to be played with at least two patched umpires at each game
in an effort to assure both the authority & credibility
desired.
o
Lines may be
drawn, if desired, as a way to ensure that the ‘defensive
outfield coach’ stays beyond the intended area boundary
lines.
o
The ‘All players
on the roster bat in the starting lineup batting order’ rule
for the 8U’s was discussed and kept in place, which also
allows for free defensive substitutions.

Other tournament
rules & regular season discussion topics:
o
The ‘player
being allowed on two different tournament teams rosters’
rule was discussed and kept as is – that is that a player
can be on two different age group rosters for tournament
play provided that they play with only one age group per
round.
o
Both the current
‘tie-break’ procedure & the lack of a minimum playing time
requirement in tournament play were discussed, and both
rules remain in tact, as is.
o
Allowing a 10U
or 12U team to bat all of its line-up at the District-level
if approved by the opposing coaching staff was turned down
in favor of remaining as is.
o
It was decided
to not limit the number of teams that any participating
league may enter, as per current rules, but it was decided
to denote one team from another from the same league by
using a coaches name, ie. instead of Mayberry 1 & Mayberry 2
on original bracket, it shall be Mayberry (Jones) & Mayberry
(Smith) so as to both avoid confusion and the illicit
practice of assigning a team number to a team after the
draw.
o
Both the
possibilities of going to a ‘pool play’ format for the
District-level of the tournament & advancing a fifth team
from a District to a Semi-State (based on teams) were
discussed & tabled for later Board review.

Host Site issues
o
A myriad of
issues were discussed regarding hosting, but among the most
significant was that of a District host sites ability to
charge an admission fee – this option was voted down.
However, other supplements & incentives to assist District
sites such as sharing a portion of the tournament entry fee,
or a gate fee for each team to pay upon arrival to site were
discussed & will be finalized & in place before next
season’s tournament.

from possible start as early as Tuesday, July 6 thru Monday,
July 12

Semi-State round
– from Thursday, July 15 thru Monday, July 19, &

State Finals
round – from Thursday, July 22nd thru Monday, July 26 |
